Make an application online
- To apply for a Petroleum Business License online, applicants must visit the Oil and Gas Industry Service Permit Portal through the link below. Online application hyperlink
- Go to the link, and If there is an existing account on the portal, type in your login credentials into the appropriate fields on the page that opens and then click on the “Login Now” button.
- If not you click “Register” option above. A page for creating an account will appear, fill in the required information and then click “Next” click.
- Enter your the email address and password then click the “Create Account” button.
- Then, you’ll receive an email confirmation with an attachment. Open your inbox , click on the “Confirm Your Email” link to make sure to activate your account.
- You will be taken onto the log-in page on which you are able to input the credentials for your account that you have activated and log in.
- After you log into your account, the new application page will automatically open, you just need to select the your application type to be “New” and then select the category of application in the event that it is applicable, and then select the appropriate types of services, and job requirements.
- After that, click the “Continue to make payment” button. Pay the amount that is applicable to your permit’s category by following the instructions on screen and then follow the subsequent steps.

What are all the Eligibility
- Any business that wants to engage into Petroleum Business, is eligible to be granted the license.
- The business can be an entity, limited or public liability corporation, as well as non-governmental or government establishments.

Instructions
- Candidates must ensure that they give correct and functioning addresses, numbers, and e-mail address at the time of application. Any changes that occur afterward is required to be communicated promptly to the Director of Department of Petroleum Resources, 7, KofoAbayomi Street, Victoria Island, Lagos.
- All required documents must be properly scanned and then uploaded on the website in either PDF or JPEG format (documents must not be larger than 4MB). The uploading of documents that are zipped is cannot be permitted.
- Payments can be made through any Nigerian bank or through any other electronic payment option . Additional instructions for making payments can be found at the time where payment is made on the OGISP website.
- It is important to note that a payment is not a guarantee for the issue of permits. Permits are only issued once applicants have satisfied the other conditions required.
- Candidates are advised to fill out the application form carefully and in complete detail with perfect clarity and accuracy in order to avoid rejection. In addition, all required documents should be provided fully.

Documentation is needed
If you are a Nigerian company or organization is planning to enter into Petroleum commercial activities, the company should be granted and have an Oil and Gas Industry Services license by the Department of Petroleum resources of Nigeria.
Information that could be helpful
- The DPR would conduct inspection/assessment of the facilities for all new applicants under the major and specialized categories, prior to a consideration for the issuance of permits.
- Inspections could also be carried out for companies whose permits had never been renewed in the 3 (3) years prior to the time of the time of application.
- Applications under Specialized and Major categories are subject to further review by the relevant divisions or units within the DPR and assessed for their professional competences and abilities.
It could be necessary to check existing businesses and companies who have submitted renewal applications periodically. Businesses must be physically present in Nigeria. Inspections are conducted without notice and without prejudice to current permits or approvals.
