  1. A licence or permit in order to run a SACCO is able to be obtained by contacting Uganda Microfinance regulatory Authority.
    • A SACCO will not be able to carry on the business of providing financial services unless
      • an organization that is registered as well as
      • Licensees by the Act.
  2. Make sure you have the background information and other relevant information, then complete the appropriate application form according to the guidelines of the Microfinance Regulatory Authority.
    • The required documents to be included on the application form are:
      • A certified duplicate of the registration certificate that was issued by the Cooperative Societies Act;
      • the organization structure and the management of the registered society’s organizational structure;
      • that the registration society’s business strategy
      • the lending and credit policies of the registered society.
  3. Once you have completed the form, you will need to pay the fee as directed.
  4. Complete the form along with the pay slip to finance officer in charge of SACCO registration.
  5. Check your application fees has been completed and all the required details are provided with the application.
  6. Take your SACCO Certificate of Licence from the place the application was made within 21 days of the date your application was submitted to the Microfinance Regulatory Authority in case there isn’t a rejection.

  • A certified duplicate of Certificate of Incorporation is issued in accordance with the Cooperative societies Act.
  • A certified copy of the personal tax Identification Number PIN Certificate.
  • A certified duplicate of approved Memorandum as well as Articles of Association indicating core capital of at least UGshs 5million.
  • Verified official notification of the company’s registered place of business, including the prospective places of business (Head Office,branches,agency and outlets,if any Registered Address(certified Copy)
  • Make a payment of a non-refundable application cost of UGshs50,000 to the Microfinance regulatory Authority.
  • Directors’ particulars forms and secretary of the company (certified Copies of Form) ID Cards issued by the national government for directors and secretary of the company.
  • Good conduct certificates for all directors
  • The proof of payment for fees for the application of the license.
  • The interest rate is a copy based on the different types of loans provided.
  • Memorandum and Articles of Association. (certified copy )
  • The TIN number and the business plan for the society that is registered.
  • Organization Structure and Management of the society registered.
  • The objective statement of the society registered regarding the provision of financial services.
  • The credit policies and lending practices of a society that is registered.

  • To be considered eligible, a group has to be founded with the sole intention of promoting social and economic interest of the members, in accordance with cooperative principles . It should also be able to promote these interests.


  • License Cost 2,000,000 Ugshs

  • Buy Co-operative Bye laws.
    • Shs.15000+/- for credit and savings laws

    • Name search fees for companies and businesses. Ugshs.2,200
    • Fees for reservation of names Ugshs.20,000.


  • A license granted pursuant to the Act can be used for a year and will expires on the 31st day of December each year.

  • A SACCO cannot make a loan which is in total excess of the limit set in the Uganda Regulatory Microfinance Authority.
  • A SACCO will provide financial services exclusively the members of its group.
  • A SACCO that was licensed pursuant to this Act will contain”sic “Savings as well as Credit Cooperative Society” or “SACCO” in its name.
  • If the SACCO is unable in its obligation to make payment of the annually due fees prescribed in subsection (1) The license will be revoked.

It is evident that SACCOs are subject to two distinct laws. They were registered in the Cooperative Societies Act and licensed under the Tier 4 Microfinance and Money Lenders Act 2016 Act.

Someone who knows or negligently provides a document or other information that is misleading or false in a specific material for an application for a license is guilty of an offence and subject to an amount not exceeding one hundred currency points , or time of imprisonment not exceeding the period of two years.
