Here are the steps to follow on how to apply for Bunker Certificate:

  • Complete all the required details:

  • After entering all required details, proceed through the options for payment. The application fee is USD $250.00 (per Ship). An invoice will be issued for the entire value to be paid USD. Print the invoice if you need to.
  • You can choose to pay with a debit or credit debit card (Visa as well as Mastercard exclusively) or via telegraphic transfers. A confirmation email is sent to confirm the payment with credit card or a procedure to instruct the telegraphic transfer payment. A duplicate of the bill in the format of PDF will be included.
  • Respond in the email confirmation, enclosing the Blue Cards for each of the ships you’re applying for. The Maritime Cook Islands will check the Blue Card(s) that you’ve provided with the form for application and then check for validity using the P&I Club ship search facility to verify validity. If everything is in order, MCI will generate the certificate(s).
  • The Bunkers Certificate(s) will be delivered to the address specified on the application form by Courier.

What Are All The Eligibility

The Bunkers Convention applies to all vessel with an Gross Tonnage of more than 1,000. It requires authorized owners of ships that enter or departing a port or terminal within the area that is a Party to have insurance that is certified by the State Party to the Convention.

  • Ships that are registered in a State that isn’t a signatory to the Convention and require a an official certificate issued by an State Party to the Convention.
  • Cook Islands is a State Party and is able to issue Certificates to ships that do not have a registered vessel with the Cook Islands Flag.

Information that can be useful

For all applicants: Submission of the Application Form and the payment in the amount of Application Fee will not assure the application’s being accepted and an award of a Certificate will be issued. Certificates are issued only when they are issued by the Cook Islands Administration is satisfied that the vessel is compliant with the provisions in the Convention. No refunds will be issued.

In 1996, the LLMC Protocol establishes the limit of liability of ships by the gross weight (or when it comes to passengers an estimate dependent on the number passengers the vessel is licensed to take on). The maximum liability limit for property claims of vessels that do not exceed 2 tonnes gross exceeds 1.51 million SDR (Special Drawing Rights) which is an increase from one million SDR. For larger vessels the following additional figures are considered when the calculation of the limitation amount:
A) For each ton ranging from 2001 to 300.000 tons 604 SDR (up from 400 SDR)
B) For each ton ranging from 30,001 to 70,000 tonnes, 4,53 SDR (up from 300 SDR)
C) For each ton more than 70,000 tons 300 SDR (up from 200 SDR)
