Required Documents For Bunker Certificate

It is recommended that the Blue Card should be addressed to the Danish Maritime Authority. It must indicate whether the ship either taken insurance or granted a guarantee that covers responsibility as per the Bunkers Convention and within the limitation of liability stipulated under section 175 of Danish Merchant Shipping Act. Additionally, it should be specified in the declaration that the company that is insured or Guarantor has confirmed it is the case that insurance, or guarantee will cover the said obligation and, in the event of a guarantee, the contents of the guarantee. The declaration should also contain all the details mentioned above regarding the vessel.

Blue Card issued by insurance companies of the International Group of P & I Clubs can be used directly to the intended purposes. Blue Cards issued by other insurers are also valid when the insurances have been accepted from the Danish Maritime Authority.

What are all the Eligibility

Bunker Certificates are required to:

  • All vessels that are registered in Denmark that have a gross tonnage of at least 1000, irrespective of nature;
  • Foreign vessels that have an gross tonnage of over 1000, that call at the Danish port or another location for loading or unloading at Denmark and in the Danish continental shelf or on the Danish continental shelf
  • All foreign vessels that are planning to remain within Danish territory waters.

Validity

Bunker certificates can be issued over a particular duration that is not more than the duration of the insurance policy or financial security

If a ship is registered in a country that isn’t a signatory to the International Convention on Civil Liability for Bunker oil pollution damage, their certificates are valid for not longer than three months. For vessels operating continuously within Danish territorial waters certificates is given a greater time of validity, but not longer than the period of validity of the financial or insurance security.

A new law on insurance certificates for the damages caused by bunker petroleum became effective on August 20, 2008. This new rule was the consequence of Denmark’s acceptance of the Bunkers Convention. The Bunkers Convention establishes the requirements for insurance in case of bunker damage. The Convention came into force globally on November 21, 2008.

The following are the requirements for Bunker Certificate:

  1. All vessels that are registered in Denmark that have a gross weight of at least 1000, irrespective of kind;
  2. Foreign vessels that have at least more than 1000, and visiting an Danish port or another location to load or unload at Denmark as well as in the Danish continental shelf and
  3. Foreign vessels that intend to remain within Danish territory waters.

For vessels that are that are registered within Denmark (item 1. above) requests for insurance certificates have to be made by the Danish Maritime Authority. It is necessary to submit your application prior to the date of expiration of the insurance. The expiry date of the majority of insurances is every year, on the 20th of February.
To allow new vessels to join the Danish registry outside of the normal renewal period of the certificate The application must also be made well before the date of the date that the ship is scheduled to depart.
Ships that are registered in Denmark that are covered by the insurance requirements must not go out to sea without an official certificate of insurance aboard.

Foreign ships that fall under the category 2 – foreign ships that are calling at the Danish port or any other place for taking or unloading cargo at Denmark as well as in the Danish continental shelf, must carry an official certificate of conformity at the time of embarkation.
