Apply for Certificate of Approval of weighing and measuring In Uganda By Yourself

  1. To request a certificate of approval for the weighing and measuring (Pattern Approval),the applicant must make an application the Department of Executive Director Weights and Measures for approval in the manner required. Applications are available at the weights and measure offices.
  2. The applicant needs to fill in the application form, and then submit it along with all required documents. The list of required documents is provided on the “Required Documents” section on this page.
  3. The applicant must pay the applicable application fee and then submit the necessary documents and application form to the Executive Director, Department of Weights & Measures
  4. The Director Executive, following the application of the fees prescribed will allow the examination of the instrument for weighing or measuring in the manner he believes appropriate for the appropriateness of use for trading of instruments that follow this pattern, particularly the fundamentals material, methods and materials employed or planned to be employed in the construction of the instrument.
  5. If the Executive Director is satisfied that the the weighing or measuring device is appropriate to trade, then he issues an official certificate of approval for the pattern. He may also from time to time allow modifications as he consider appropriate.
  6. When a person provides the pattern of an instrument for measuring or weighing in the direction of the Executive Director in the manner described above the Director can require the individual to submit the instrument for measuring or weighing or a portion of the design or model of the measuring or weighing instrument along with drawings of the measuring or weighing device or any of its components.
  7. A certificate of approbation given is subject to the conditions that the Executive Director may stipulate on the certification of approval and if any person aware of the fact that a condition was imposed with regard to any measuring or weighing instrument, makes use of or permits another person to use that instrument in violation of the condition, it will be in violation of the law and the weighing and measuring instrument will be subject to forfeiture.

Required Documents For Apply for Certificate of Approval of weighing and measuring

  • A letter of inquiry directed to Executive Director specifying the model number of the equipment that is being provided
  • In the event that the item is purchased from an importer, a certificate of approval/conformity for the equipment’s country of origin is issued from the company that manufactures the product.
  • Original user manuals/brochures for operation and maintenance of the equipment to be presented to be approved.
  • Approval fees that are appropriate in check made payable to executive Director, weights and measurements.

  • Application Fee: £s. 350,000
  • Electronic Ugshs. 200,000
  • Technician License Cost Free of Charge.

The fees are regulated through Rule 217 of weights and measures Rules made in section 18.22 and 21 of the weights and measure Act. Cap the amount to 103. Laws of Uganda.

  • The person who submits the equipment to weigh or measure to be verified will incur cost of labor, storage as well as attendance, equipment, as well as any other expenses related to checking the apparatus.
  • The application for approval of any equipment pattern must be submitted by writing in English in writing to the inspector in writing.
  • Any person who is involved in the production or sale of measure, weight or equipment whose patterns have received approval from the inspector or in the event that an approval certificate was revoked in accordance the Rules, is guilty of an offence and, upon conviction and payment of a fine of no more than 5 thousand shillings regard to each weight, measurement or equipment produced for sale or made available, and a sentence for not more than three months or both fines and jail.
  • Equipment that is equipped with an Approval Pattern Certificate issued by the EAC member state must be subject to an initial verification before putting the equipment on the market or entering service.
  • When the pattern is approved by an EAC states member, then the application must be accompanied by the relevant documents to the approvals that have already been granted. (Upon authenticating those documents, the official authorised by the Minister can order to have the equipment undergo initial verification)

Documentation is needed

  • The certificate of approval for Weighing and Measuring confirms or recognizes as acceptable using a measuring or weighing instrument within Uganda. Republic of Uganda.
  • Measuring instruments: Includes every instrument used to measure of length or area, volume capacity, and gauge.
  • Weighing instruments: include all instruments used to calculate and show costs, calculate wages, grade or count items using the principles of weighing, along with the counterpoises and all weights attached to it.
  • Equipment for measuring or weighing Includes a weight measure, or measuring or weighing instrument.

  • In the process of obtaining a Pattern/Type approval, one instrument from the same design is tested vigorously in order to make sure that the equipment will be in a position to keep its precision as well as other metrological quality and attributes like the sensitivity, repeatability, endurance and more. over a long period and under a variety of conditions of usage. It also makes sure that such equipment is in compliance with the specifications for general use set out within the Weights and Measures Act and that it is not an item that could be easily altered or altered to allow the use of a fraudulent method.
  • Initial verification refers to the verification of a new weighing device or measuring device prior to being placed in trade or sold for use. In compliance with the law, all device must be inspected and stamped prior to releasing to the market for sale.
