Apply for Milk Freezer operator’s License In Uganda By Yourself

  1. The Dairy Development Authority provide for the registration of freezer operators.
  2. The first step for the applicant is to locate an appropriate location and skilled personnel to install the equipment for freezing milk. The applicant must ensure that the freezer equipments are in line with the operational and hygienic requirements. (Please look over the requirements section)You can find the authority at this link Dairy Development Authority
  3. Next step would be to call the closest Dairy Development Authority to obtain an initial notice of examination of the Milk freezer.
  4. The next step is an examination of facilities by Dairy Development Authority to determine whether the milk Freezer has met the set hygienic, operational standards.
  5. If everything is all in order, then you can move onto the next stage of making your application for a license. If there are any violations it is recommended to make improvements.
  6. Before the Applicant is allowed to use a milk freezer The Authority must verify that the applicant has met the conditions necessary to carry the operation.
  7. A request to obtain a milk freezer licenses should be submitted on the prescribed form as found on the Schedule of the Regulations.
  8. The application should be accompanied by a fee that is specified in the fourth Schedule of the Regulations of Ugshs. 415, 613.
  9. The applicant along with the fee mentioned above , ensure that the Structures :
    • The housing of the unit must be enough space to perform work in conditions that are clean and hygienic.
    • and freezer designs should permit the placement of equipment in as to not hinder personnel and product flow.
    • Materials used in the freezer construction must not be harmful to humans.
    • The materials must be impervious to water and not decomposable in the workplace, however this does not include the use of polyethylene linings.
    • The freezer’s walls must be clean, smooth and uniform in pattern.
    • Get regular advice from DDA’s Compliance Officers on the Milk freezer, how they should be constructed and the arrangement of equipment.
  10. When the milk freezer is completed, facility, call the closest DDA office to arrange for an initial examination to the establishment.
  11. If areas of non-compliance are found in the inspections, adjustments are required to ensure that everything is in order.
  12. If everything is all in order, then you can proceed to the next stage and make an application for a permit to freeze milkor license from the Dairy Development Authority Licensing Board.
  13. After payment has been made, the license/permit for milk freezer will be processed within two working days.
  14. The license is valid for a for one year, and it is possible to begin operations right away.
  15. Pay the monthly dues and levy when and where appropriate. Other terms and conditions for the license’s issuance must be adhered to (Non-compliance could result in the suspension of the permit)

Eligibility

  • A license for milk freezers is granted to milk cooling facilities that handle more or less than 5,000 litres of raw milk daily.
  • The cooling facilities for milk must be in compliance with the laid-out hygiene and operational standards.

This is a reference to compliance in the following areas , among other areas;

  1. Premises: must be appropriately placed and designed, ventilated, lit and free of contamination
  2. Equipment – Equipment for freezing, accessories, piping and other surfaces that come into contact with milk or milk products ought to be simple to clean and disinfect, being resistant to corrosion and made of food-grade materials
  3. Personnel: All milk handling employees must be well-groomed and clean in a well-dressed, professional attire and certified medically
  4. Records of high quality must be maintained and kept up-to-date
  5. Waste management: Effluents as well as other solid wastes need to be handled according to the regulations
  6. Utilities: Affordable supply of potable water as well as other essential utilities, based on the type of operation
  7. The management of the freezer: Freezer should be managed by a competent supervisor or manager
  8. Operations: The recommended processing schedules must be adhered to e.g. temperature controls and cooling temperatures
  9. Control of vermin and rodents: Freezer should be protected against encroachment from flies rodents, other birds, and vermin
