  1. To get an import permit for petroleum, or a license to import petroleum into Uganda applicants must get in touch with for assistance from the Ministry of Energy and Mineral Development.
  2. Check that the company has been registered with the government of Uganda.
  3. The company should seek an investment certificate from Uganda Investment Authority.
  4. Also, get the Tax ID Number and tax clearance from the Uganda Revenue Authority.
  5. The applicant must make contact with the department’s commissioner of petroleum supply to confirm should you pay the cost of expert experts’ fees in advance.
  6. The applications can be obtained at the Ministry of Energy and Mineral Development.
  7. Also, ensure that you have all the necessary documents listed under the section Required Documents on this page.
  8. Pay slips are available by contacting the department of petroleum supply. You will also need to pay the application fee according to the guidelines you are given.
  9. An environmental impact assessment report must be obtained for the project prior to further consideration.

Required Documents For Apply for Petroleum Import License or Permit

  • A declaration that outlines the applicants ‘ proposals in relation to the education and employment that citizens in Uganda and could include any other issue that the applicant would like the Minister to look into.
  • A declaration describing the details of the work involved and the minimal cost of any block in which license is sought.
  • Fiscal Production Sharing Agreement with Government of Uganda.
  • If it is an entity corporate, its name , location of incorporation, the names and nationalities of the directors or equivalent officers , and in the event that the body is a share-holding company the name of the person that is the owner beneficially of greater than five percent of capital stock of shares that are issued.
  • Information on the financial situation as well as the technical and industrial skills and knowledge of the candidate.
  • The applicant must take arrangements that are acceptable to the Minister in the performance of a security bond or other type of security in exchange for the performance and compliance with those conditions under which the licence might be to be.

  • Name, address, and the nationality of the person applying. (If corporation, give the name of the company, the registered office address , and the place where it was incorporated).
  • Tax Identification Number/VAT Registration Certificate.
  • Status of ownership as a corporate entity (sole proprietorship partnership, partnership, unincorporated business or incorporated private/public corporation associative or co-operative)
  • When the corporate body is formed outside of Uganda it must provide proof of the business location in Uganda and registration as a foreign corporation in accordance with.
  • Proposed site of the project (District County, Sub parish, village and county)
  • The size of the Plot (in Hectares) on which the facility is planned to be built.
  • The date for when construction is expected to begin construction.
  • Estimated date for completion of the project.
  • Name, address and qualifications of the potential principle contractors and supervisors to be employed for the project or company to undertake the construction/modification.
  • The proof or the commitment of insurance coverage to guard against third-party liability and other construction liability.
  • A description of the plan as well as the amount of capital investment that is backed by an Bank Reference Letter.
