  1. Fill out and download the application form(TR. V Formula 3B)from this URL at the end of this document. or Pick them up from any of the TLB office located in Kampala, Mbarara, Fort Portal or Mbale.
    • Anyone who would like to transport passengers in an omnibus must submit an application for a licence from the Transport Licence Board in application form (TR. 3.B. Form V) along with the fee prescribed for an operator’s license for private omnibuses.
    • Any person who would like to carry passengers on the purpose of hire or reward over routes that are not fixed routes and at the rates determined by the person and passengers should submit to the board on the prescribed form and along with the prescribed cost for an operator’s licence for contract omnibus.
    • Anyone applying for any type of an omnibus operator’s permit must comply with all requirements that are prescribed and the application should be accompanied by such additional forms or documents that can be required.
  2. Present vehicle to be inspected in SGS’s Motor Vehicle Inspection Centers at Kawanda (Luwero Road), Nabingo (Masaka Road), Namulanda (Entebbe Road), Namanve (Jinja Road) and upcountry centers located in Mbarara, Mbale and Gulu and any mobile stations located at various locations from time to time.
  3. If the vehicle has passed the inspection and it is deemed fit to be used as PMO An inspection report is issued.
  4. Visit URA’s website at URA Portal (www.ura.go.ug) or visit the TLB office for tax assessment forms.
  5. Make the payment in the bank and get an acknowledgement of the payment.
  6. Visit the Transport Licensing Board with:
    • Log Book
    • In the event that the Log Book does not bear the name of the applicant, an official letter from the Organization asking for the an issue of an PMO license.
    • Bank receipts for payment to PMO Licence fees and advance Income
    • Tax (where there is no Tax Clearance Certificate has been issued by URA).
    • Report on inspection from SGS
    • Third Party Insurance Certificate
  7. The Licence can be issued and processed.

Eligibility

Anyone who owns a private motor vehicle that is willing to carry passengers on an omnibus for free in Uganda is qualified for this licence.

Fees

Fees for licences

  • 8 to 19 passengers . 300,000 Ugshs,
  • Between 20 and 39 people up to 500,000 Ugshs,
  • Over 40 150,000 and above Ugshs,
  • The tax on advance income is 20.000 Ugshs per seat , with the exception of the driver.

Renewal Fee

  • 8 to 19 passengers . 300,000 Ugshs,
  • From 20-39 passengers 20 to 39 passengers Ugshs,
  • Over 40 1,500,000 Ugshs,
  • Tax on Advance Income of 20.000 Ugshs per person per seat, with the exception of the driver

Instructions

  • The person who is applying for this license must ensure that they have the indicator “Private” on the front, and a tag “Private Motor Omnibus” in the rear. The latter must be removed and handed over if the vehicle is sold to a third party.
  • Failure to adhere to all of the terms imposed by this licence will entitle the board to cancel the license.

Information that can be useful

  • Each private omnibus, except an omnibus private built as a saloon vehicle with access doors or doors are installed for each row or alternative row of seats will be able to display at the rear and front of the vehicle as well as outside the vehicle, a sign bearing the words “PRIVATE” in a form size, colour and dimension that has been that is approved by the chief engineer.
  • A school bus must be branded with written words “SCHOOL BUS” and the name of the school on both right and left side of the car, in letters that are at minimum 15 centimetres in height.
