Apply for Public Omnibus Operator License (Public service vehicles (PSV) In Uganda By Online

  1. The applicant needs to visit to the Ministry of works and Transport department of the Transport Licensing Board, pick and fill out application forms(TR. V form 3A)for each of the PSV Licenses as well as (Route Charts)
  2. After filling in the applications, they must be submitted after completing the application forms, they should be submitted to Transport Licensing Board for consideration.
  3. The applicant needs to provide bus(es)/mini-bus(es) to be inspected along with the following documents:
    • Log book.
    • Another method evidence of ownership the log book doesn’t bear the name of the owner.
    • A lease agreement with the financier of investment.
    • Certification of the installation of a speed-controller.
    • Current Third Party Insurance Certificate.
    • For registered companies, copies of a Certificate of Incorporation,Memorandum and Articles of Association should be submitted to the Board for record purposes.
    • Valid Driver’s License of the intended driver for the bus.
    • The Driver must be officially cleared by the Naguru, the police inspectorate for vehicles. Naguru.
  4. If the bus is suitable to be used as PSV, it will be inspected and if it meets the requirements for PSV the inspection report/certification is issued along with Bank Payment Advice Form (BPAF) to pay licensing fees. When the car is not fit the defect sheet is issued to fix the issue.
  5. Request a receipt for payment from the bank.
  6. Go back at Transport Licensing Board with a receipt and get a PSV Licence to transport passengers.
  7. A meeting of existing operators met. If there’s no conflict of timetables or schedules with the existing operators, a temporary routing chart for 3 months is issued.
  8. No charge for route maps.
  9. Each driver of an Public Service Vehicle has to be checked by Police and certified by Transport Licensing Board and be issued with a badge.
  10. If each condition of Licence is met and the bus is inspected, a one year Licence that is confirmed is issued.

Application online

  1. Download and fill out application forms(TR. 3.A Form V) via this link Formulas are located at the bottom of this document or get them up from any TLB office at Kampala, Mbarara, Fort Portal or Mbale.
  2. The vehicle is currently being inspected in SGS’s Motor Vehicle Inspection Centers at Kawanda (Luwero Road), Nabingo (Masaka Road), Namulanda (Entebbe Road), Namanve (Jinja Road) Upcountry centres situated in Mbarara, Mbale and Gulu and any mobile stations located at various locations from time to time.
  3. If the vehicle meets the requirements and is deemed fit to use as PSV, it is deemed to be fit for use. PSV A report of inspection is issued.
  4. Visit on the URA Portal (www.ura.go.ug) or visit the TLB office for tax assessment forms.
  5. Pay at the bank and receive an acknowledgement of the payment.
  6. Visit Transport Licensing Board with.
    • Log Book.
    • If the Log Book does not bear the name of the applicant, it is a lease arrangement with the an investment financier
    • Bank receipts for payment of PSV License fees as well as Advance Income receipts
    • Tax (where there is no Tax Clearance Certificate has been issued by URA).
    • Report of inspection from SGS
    • Certificate of Third Party Insurance
  7. The Licence will be processed and issued.

Eligibility

Any person who has a motor vehicle who would like to transport passengers in an omnibus at no cost over these fixed routes or routes within Uganda is ineligible for this Licence.

Fees

The fees for licences:

  • From 8-19 passengers up to 300,000 Ugshs
  • Between 20 and 39 people 20 to 39 passengers Ugshs,
  • Above 40 years old 150,000 – Ugshs.
  • Tax on Advance Income of 20.000 Ugshs per seat , with the exception of the driver.

  • Validity: 1 year

Instructions

  • The licensed public omnibus, or country taxicab operator has to provide a minimum of six months in advance before the Board of their intention to surrender their license or of the intention to not apply for renewal of their license after expiration.
  • Anyone who causes a malfunction in any part of road transport or a decrease in public service due to the failure to provide the required notice as required in subsection (1),or failing to comply with the terms and conditions of the operator’s licence which result in the licence being cancelled by the board in accordance with section 75(6) and commits an offence and is subject for conviction to a penalty in the amount of not lesser than 10 currency point and not more than five hundred currency points.

Information that could be helpful

The driver, the owner, conductor and baggage attendant in any private or public service omnibus that is in violation or is not in compliance in accordance with the requirements of regulations is an offence and can be punished in the event of conviction, to a fine that is not to exceed fifty hundred dollars.
