A Street Hawker is a seller who is licensed to operate by the Trade Licensing Unit of the Commerce Department. They are allowed to sell their goods on any street with the aid of vehicles or provide any service that the Minister will determine, other than selling in open air.

  3. Make digital copies of the below forms (must not go over 20MB)
    1. Photocopy of passport or residence permit certificate (if the applicant is not or is not Maltese Nationality).
    2. The copy is signed by JobsPlus
    3. A passport-sized photo of the applicant.
    4. No Objection declaration from the Environmental Health Directorate in the event of the sale of beverages and food items.
  4. Upload your documents:
    1. Select the files you want to add using “Add Files”.
    2. If you can see all your files on the list, just click “Start Upload”.
  5. After you have completed the application, complete the application, print it and send your application to the Trade Licensing Unit.
  6. The Unit will review your request within 5 business days.
  7. After approval You will then be required to pay the fee for your license:
    1. Street Hawker with an automobile or other mode of transportation: EUR40 every three (3) years;
    2. Street Hawker selling bread , using any method of transportation: EUR20 every three (3) years;
    3. Street Hawker selling fruits and or, fish or vegetables using any method of transportation: EUR30 every three (3) years;
    4. Street Hawker selling traditional Maltese nougat (qubbajt): EUR40 every three (3) years;
  8. The license is issued with an initial of person applying as well as the nature of the commercial operation.
  9. Notes:

  • If a person is a holder of two Street Hawker licences that cover food products and the other for non-food items The person is not able to operate both licenses at the same simultaneously.
  • Street Hawkers are not able to sell alcohol.
  • Street hawkers who sell fruits and vegetables, or fish, are not able to sell ice cream items as well as pre-cooked meals and drinks, excluding water.

Validity

A licence granted for a Street Hawker an individual licence that cannot be transferred.

  • While that when the Street Hawker has to stop selling to his customers, there is there isn’t any inconvenience or nuisance caused to residents or people who walk by on the street.
  • That the car is parked in the permitted parking space, and that there is no disruption in the traffic flow
  • the moment a Street Hawker will stop his car to offer goods to his customers that the vehicle should not be situated at least fifty (50) metres walking distance from the nearest open market
  • In Valletta the only street selling of bread, vegetables or milk, flowers, kerosene, and gas cylinders are allowed;
  • that no commercial activity by street hawkers should be conducted within Valletta at Castille Square, in St. George’s Square or in St. John’s Square and in the City Gate area of Valletta including Freedom Square the arches included the bridge, as well as in Valletta, the Bus Terminus including Saint James Ditch;
  • that commercial activities by Street Hawkers offering for sale agricultural products is permitted within 500 meters from an agricultural market centre or a Farmers’ Market.

A Street Hawker can also perform his business at a specific location in his vehicle, where he can sell his products to customers subject to certain conditions.

  • to ensure that no inconvenience or nuisance that is caused to residents or other pedestrians on the street by the generator’s use or in any way;
  • that he keep his vehicle in the parking space allowed by traffic regulations.
  • that the location the vehicle is parked isn’t within:
    • 50m of walking distance to the next market in open air 50 metres from the next open air market; or
    • 50 metres walking distance from the front of any commercial property (provided that for the reason, a fixed kiosk will be considered as a commercial establishment;
  • that there are no objects that can be sat on the pavement
  • that street hawkers must keep their vehicles to sell at least 50m from one another (except in the case of the street vendors selling floral arrangements or similar items in the proximity of an area of burial);
  • the selling of goods from an established spot that is located in Valletta will only be allowed to sell bread, fruits, vegetables flowers, kerosene, flowers and gas cylinders;
  • the supply and use of public services to a street hawker selling from a fixed location or on a public space or on public property, is to be banned.

There is no commercial activity that takes place in fixed locations by selling or hawking from fixed sites or any other means is executed:

  • within the precincts of Malta International Airport in Gudja;
  • within the precincts of Sea Passenger Terminal in the Grand Harbour;
  • within the precincts of the Hotel, subject to a written authorization given by Hotel Management,
  • within a radius of not less than 50 meters of walking distance from any archaeological site and
  • in the vicinity of schools, except for the sale of ice cream , or catering units.
