Eligibility

A foreign applicant to apply for a Bhutan Driving License must:

  • meet all the criteria to obtain meet the requirements to be issued a driving licence.
  • have a valid driving permit from the country in which they reside
  • Produce proof of a valid Visa or Work Permit

Note that if it is determined that the Licensing Office thinks that the applicant does not have the required skills to drive the vehicle despite having an official driving license in a different country the Licensing Office may direct the applicant to sit for the driving test administered by the Licensing Office.

Information that can be useful

Exemption from the requirement for a Bhutan driving licence:

The Licensing Office may exempt a driver from the requirement to obtain a license for three months, if the driver:

  • holds an international driving license that is valid;
  • has a diplomatic passport as well as an official driving license validly from a different country;
  • is a non-native who lives in Bhutan for no more than more than three months, and is has an official driving license validly that is issued in the country where they reside; and.
  • is an officer in the armed forces and has an official driving license that has been issued by the appropriate Motor Transport Officers for driving military or police vehicles:
    • Only experienced Bhutan Armed Forces drivers will be able to get a driver’s license for civilians after receiving an endorsement letter by the Motor Transport Officer concerned, together with a certificate of having completed a one day introduction course.
    • Others Armed Force personnel holding a non-professional military driver’s license must follow the rules as outlined in this situation.
