  • The process of registration of a Duty free vehicle in Uganda are not too different than importing a brand-new private car, the only difference is the tax paid by government, in that the Duty-free vehicle does not have to pay for taxes from the government, while the new private vehicle is required to pay taxes.

Forms for registration to be filled in
Once the documents are approved, the registration officer will issue registration forms to be filled out by applicants with the help of the government. The forms include:

  • Registration Number Allocation for New Vehicle Formula
  • Auto vehicle license form.
  • Form B
  • Federal Road Safety Form,
  • Tax Form.

Step 2.
The Police’s Confirmation of the Endorsement and Acknowledgement

  • Once you have completed the above-mentioned forms, the registered officer for registration will send them over to the Officer assigned at the Licensing office. They will add their signature to the form of Allocation after confirming and being satisfied with these documents and the vehicle that was brought in for registration.
  • This will ensure that the vehicle registered meets all existing laws that require registration of motor vehicles and that the vehicle that is registered is not a stolen or damaged vehicle.

On receipt of the police-approved document, the registration officer processes the payment in accordance with the kind and size of the vehicle

Collection of Number Plates that were issued
Here are the steps needed to get a new number plate.

  • The applicant’s preferred number is provided to verify the number.
  • The documents submitted to register a vehicle are deemed to meet the previously stated requirements.
  • Special number request form with the application and then the payment is made to banks of the right size.
  • Completed form must be returned and a proof of payment
  • Special plates produced are documented and then handed over to the owner along with other documentation.

The number plate issued is then transferred to the applicant. The number plate on duty-free vehicles is different from other vehicles.


  • Some vehicles made for sale in Foreign countries are able to import into Uganda. In general when the vehicle you want to import was built for sale in one of the countries and is less than 25 years old older, or is a bus built in the year before or after January 1st 1971, you have to check if the vehicle qualifies for importation under the regulations of Transport Uganda’s Registry of Vehicles Imported.
  • The duty-free vehicle has provided possibility for Diaspora returning residents to enjoy privileges in many other fields, including exempted customs duties, and regulations that permit investors to import duty-free vehicles capital goods, capital items and building materials needed to establish new businesses or the expansion or upgrade or upgrading of established ones.
  • A vehicle for which relief was granted cannot not be sold, or in any other way removed from the market or leased out or used for security purposes in Uganda for the period of 12 months after when registration was granted, without the payment of tax exempted.

Required Documents For Import a Vehicle Duty Free

  • The registration of the vehicle document
  • The insurance certificate
  • The invoice for sales, receipt for purchase or another similar documents
  • The evidence of the date at the day that the vehicle arrived in Uganda (e.g. evidence of shipment).
  • Original passports to verify the above
  • The vehicle log book must be verified to verify the information above.

Additionally, you will be required to show proof of usage of the vehicle in foreign countries. This proof should contain

To be eligible, the applicant must:

  • With Dairy Industry vehicles (refrigerated tanks, insulated trucks and heat-insulated milk tanks)
  • Should be working in the recycling and garbage collection industries.
  • Importing vehicles for Security and other equipment.
  • Motor vehicles used for Transport of Tourists:
  • The applicant must be a diplomat or family members
  • members of the technical and administrative staff of the diplomatic mission
  • Certain officials, such as Defence Forces personnel, serving in foreign countries as part of UN missions.
  • Must have been serving in another country for at least one continuous year or more.
  • Must have owned the automobile and used it in the outside of Uganda for at minimum 12 months prior to the date of the transfer from residence in Uganda and
  • You cannot have been granted exemption from URA for similar reasons in the previous five years.
  • It is required to import commercial vehicles with 20 tons or over. (Import duty is not a problem)


  • Valid for a long duration.

Processing Time

  • The processing process takes 90 days.


  • A person who owns the vehicle is required to keep the license current with Transport Licensing board Office in Uganda under the law.
  • A report of inspection that outlines the details of the vehicle as well as the test for emissions to determine if the vehicle’s excellent condition prior to being allowed to use on public roads in Uganda.

Documentation is needed

A vehicle that is duty-free” is a car that is purchased free of Customs Duty, VAT Excise Duty, or any other consumption taxes due “tax” refers to Taxes on vehicles Registration Tax (VRT) and other import taxes (i.e. VAT and Customs Duty) when applicable. Investors can import vehicles that are duty-free in Uganda:

  • Ambulances that are used in emergency cases of employees
  • Buses used to provide tour operation services.
  • The board, without prejudice can issue directives regarding the conditions for import duty-free:
  • up to three four-wheel drive vehicles to provide tour operator services.
  • Automobiles for other investments dependent on the type and the nature of the project.

In this situation, there is an exemption from tax on an untaxed vehicle brought in Uganda by an individual. Uganda State by an individual as part of their personal property following the transfer of their residence.

Information that could be helpful

  • Uganda, Kenya, Tanzania, Rwanda and Burundi have implemented a three-tiered tax structure for imports coming from outside of the East Africa Customs Union (EACU) as per the Protocol on the Establishment of the EAC Customs Union, that was fully operational in January of 2010.
  • The majority of finished goods have a duty of 25 percent and intermediate goods are subject to an additional 10 percent tax. Raw products (excluding food items) along with capital products can remain duty-free. In addition, capital goods and raw materials may be duty-free. EAC is currently reviewing the triple-tired tax structure (EAC Common External Tariff).
  • Imported items are charged an 18 percent VAT and an additional tax of 15 percent on witholding that cannot be reclaimed. Together, these taxes apply a tax of 33 percent on all imported products and services. Imports also pay with a 1.5 per cent infrastructure tax in order to fund the development of railway infrastructure.
  • The EAC agreement increased the import duty on certain products (e.g. tomato sauce, chocolate, mineral water and processed meat among other items) which Uganda has been importing directly from United States. Uganda is in talks together with Kenya as well as Tanzania to define some manufactured goods that are of vital importance for Ugandan companies as “raw raw materials.”
