How To Obtain a Hygiene Certificate In China
- Sort and gather all the items
- Prepare documents and sample for inspection
- Take samples to an approved inspection establishment to be tested and inspected
- Send the required documents (i.e. the test reports) to the receptionist in the SDFA and Safety Evaluation Committee

What Are All The Eligibility
Cosmetics from all countries can be sold on the Chinese market after having been granted a Hygiene License to import cosmetics granted by the SFDA (the State Food and Drugs Administration).
Processing Time
The time frame for application of cosmetics (factors including testing duration, the preparation of materials and evaluation, as well as the policy for evaluation):
- For cosmetics that are not specifically used For nonspecific use cosmetics: 6 to 4-6 months
For use in specific cosmetics For specific use, cosmetics: 6-12 months
Instructions
Generallyspeaking, imported cosmetics require test by an an appointed inspection institutes in China. If the cosmetics have been tested for test for PA and SPF at overseas labs, exporters may submit the test report of the anti-sunburn cosmetics along with some documentation regarding the laboratory’s qualification.

Documentation is needed
It is a certificate that is issued by SFDA approval of the importation of cosmetics products to China. Hygiene licenses are issued to cosmetics that are specifically used for.

- Importation of Cosmetics for Nonspecific uses
- Cosmetics with no specific uses don’t require a hygiene license. However, companies must seek a record-keeping certification for these products. First step to submit the product’s samples to a cosmetics testing institute recognized by the SDFA to conduct tests.
- Once the applicant has submitted their application materials (see the next page) together with the test report The SFDA will determine whether to issue a certificate for record-keeping or not in the next 20 working days.
- Importation of cosmetics for specific uses
- Cosmetics that are specifically designed for use (i.e. deodorants and depilation, pimple elimination perms, sun protection hair growth body building, and breast beauty) will require the hygiene license. Further tests must be conducted and it will take longer to obtain the license.
- After the test, the applicant must collect all the required documentation (see the next page) and submit them to the Safety Approval Committee of the Ministry of Health to be reviewed. It can take between 2 and eight months for the committee to review one particular product. The hygiene certificate is issued within 1.5 two months following the formal evaluation meeting.
