  1. The special flight permit is granted to aircrafts competent to fly safely but not able to meet the applicable requirements for airworthiness.
  2. In order to obtain an Special Flight Permit applicants must contact for the Uganda Civil Aviation Authority.
  3. The application must be submitted in writing, and must include the required information on the Application Form. Request for a Special Flight Permit must be submitted to the Authority using the prescribed form AC-AWS 004.
  4. The applicant should ensure that he/she is armed with all the documents required for this procedure to succeed. These documents are available in”Required Documents” under the “Required documents” section on this page.
  5. If they are satisfied that the application has met the criteria, and the aircraft is equipped appropriately as well as safe for flying If the UCAA is satisfied, the UCAA issues an Special Flight Permit that outlines operating limitations and validity dates after 7 working days.
  6. An applicant is notified to pay the fee prescribed.

Required Documents For Obtain a Special Flight Permit

  • A properly signed maintenance endorsement that is included in the aircraft’s permanent record of a person or an organization that is authorized to do so by the Civil Aviation (Airworthiness) Regulations and stating that the aircraft has been checked and found suitable for the flight planned.

Eligibility

The Authority can issue a specific flight permit to an aircraft capable of safe flight, but is not able to meet standards for airworthiness that are applicable for the purposes of:

  • A plane is flying to a base, where painting, weighing or modifications, maintenance or inspections will be carried out or to a place of storage.
  • The purpose of flying is trying out or testing the aircraft’s engines and other equipment.
  • A flight for the purpose of getting the certificate issued renewal, validation or renewal of certificate of airworthiness limited certificate of airworthiness, and the approval of any modification to the aircraft.
  • The aircraft is being delivered or exported.
  • Aircrafts are being evacuated from areas that could be in danger and
  • Operating at masses that are greater than of the aircraft’s maximum certification takeoff mass to fly beyond normal limits over areas of land or in water where landing facilities adequate or the appropriate fuel is not available with the excess mass being limited to fuel, fuel-carrying facilities and navigation equipment that is required to fly.

Fees

(b) The permit to fly in A and B conditions up to 500,000 Ugx.

Validity

  • A specific flight permit is valid for the period of time as specified by the license.
  • An Special Flight Permit is not renewalable. After expiration the new application must be submitted to obtain a new permission to issue. The permit will be issued on a time-to- period basis.
  • After expiration, the operator must apply for a permit that will be issued

Processing Time

  • Processing time is 7 days.

Instructions

  • An aircraft that could otherwise be eligible to receive the Certificate of Airworthiness (C of A) but fails to satisfy the applicable requirements for airworthiness (i.e. C of A isn’t in the force) A Special Flight Permit could issue by Uganda Civil Aviation Authority in conformity to the Civil Aviation (Airworthiness) Regulations. This Permit has the validity of a certain period based on the conditions under which it’s issued.
  • A request in the form of a formal letter to apply for an Special Flight Permit should be sent by the Authority at minimum 10 (10) work days prior to departure date for the planned flight.
  • Anyone applying for a flight permit must prove that the plane is registered and marked as well as having identification plates attached on the plane.
  • The operator must inform the state of the condition of the aircraft and planned flight. The operator is required to get their approval.
  • The Authority must require a properly completed maintenance endorsement document to be recorded in the permanent record of the aircraft by an authorized person , stating that the aircraft in question was inspected and determined suitable for use on the flight.

  4. The itinerary that is proposed;
  5. The crew that is required to manage the aircraft
  6. Specifics of non-compliance with relevant airworthiness requirements
  7. Any restriction that the applicant believes is essential to ensure the safety of the aircraft. setting operating limits.

Other information deemed important to be necessary by Authority.

  1. Information about the owner of the aircraft
  2. Information about the aircraft
  3. Information about the flight that is planned
  4. The details of the crew needed to manage the aircraft
  5. Information about non-compliance with the applicable airworthiness requirements
  6. Any restriction that the applicant believes necessary to ensure the safety of the aircraft

The Document is required

One should not operate an aircraft unless there’s in force with respect to the aircraft a certificate of airworthiness or a restricted certificate of airworthiness or special flight permit granted or declared valid under the laws that applies to the State of Registry and any conditions for the certificate that it was issued or declared valid are met.

The Authority may issue a unique flight permit to an airplane that is safe for flight but not meeting standards for airworthiness that are applicable to the purposes of:

  • A plane is flying to a base, where the weighing, painting and maintenance or inspections need to be completed or to a place of storage.
  • The purpose of flying is conducting experiments or testing with the aircraft , including its engines and other equipment.
  • A flight for the purpose of getting the certificate issued renewal, validation or renewal of certificate of airworthiness, or limited certificate of airworthiness as well as the acceptance of a modification to the aircraft.
  • Exporting or delivering the aircraft.
  • Aircrafts are being evacuated from areas that could be in danger and
  • Operating at a mass that is greater than of the aircraft’s maximum certification takeoff mass, for flights that go beyond the normal limits over water or land regions in which landing facilities adequate or the appropriate fuel is not available and the excess mass is limited to fuel, fuel-carrying facilities and navigation equipment required to fly.

Information that can be useful

  • Because the Special Flight Permit is issued to permit the operations of an aircraft that is not in compliance with airworthiness standards The UCAA will demand that the applicant conduct the appropriate tests or inspections, to determine and establishing appropriate operating limits.
