  1. Someone who wants to conduct an operation in the building sector must make an application with the Building Committee in the area where the applicant plans to conduct the building work, to get the building permit
  2. The application form should contain the following information
    1. the name, physical and postal address of the applicant.
    2. Be accompanied by the property title or another proof of the ownership of the land
    3. If the applicant isn’t an owner of the property upon which the construction operation is planned to be completed must include names of the owner of the land, the title to the land or other evidence of ownership of the land, and a declaration about the legally binding relationship that exists between the landowner and the applicant
    4. Include the name as well as the registration number, a duplicate of the certificate of practice of the architect along with the signature of the architect, and an official stamp from the Uganda Society of Architects and for an engineer, a proof of good structural practices.
    5. Be accompanied by the number of copies of building plans as well as other documents as required by the regulations and
    6. Included is a letter from chairperson in the Village Council of the area where the construction operation will be conducted.

When the structure is a multi-story structure or building, the building’s application must containthe following:

  1. the structural design and plans that are stamped by an registered structural engineer, and containing the registration number, name and signature, along with a copy of the registration certificate as well as an original copy of the calculations of the structural design
  2. A geotechnical report prepared by a laboratory for geotechnical research that has been accredited by the ministry that is responsible for the work and approved by an engineer registered in geotechnical engineering;
  3. If excavations are required or excavations, the design that includes the system of support for soil as well as security of structures adjacent to it that is endorsed by an authorized structural or geotechnical engineer.

Note:

  • The Building Control Officer could deny the application, stating reasons in writing in support of the decision, if the application submitted to the Building Committee Building Committee does not comply with the provisions of the Building Act.
  • The Building Committee may, upon the receipt of an application for a permit issue an approval for construction for the person who submitted it within 30 days from the date of receiving the application.

Eligibility

  • A permit issued by the Building Committee is required for private building construction, alteration or repair work to structures in the Cities Municipality, Urban and rural Zones of Uganda.
  • Businesses and individuals and all other stakeholders have to sign up with the National Building Review Board be eligible to make investments on Construction activities in Uganda.
  • Any company qualified under terms and conditions prescribed from time to time by the Ministry of land, housing and Urban Development is free to register for contraction, as the case may be, for general Construction, Building construction, Special Contractors or foreigners investing in Building/construction Business.
  • The following people/construction industries are eligible for construction/Building Permit.

Fees

  • 1,000 Ugx for each square meter of floor or area coverage
  • 59,000 Ugx for boundary walls in an uncapped cost
  • A total of 30,000 Ugx per floor for structures that require structural plans.

Validity

Registration is good for one year, after which a renewal is required . It lasts for specific time periods.

Processing Time

It takes approximately 30 days before you can get your last building permits.

Instructions

The steps to obtain an construction permit follow.

  1. You can get an survey Plan at Survey of Uganda. The typical time is 5 days to finish.
  2. Get a project report from an expert in environmental science and submit it to National Environment Management Authority (NEMA) within 5 days
  3. Get approval for the study’s environmental impact from NEMA
  4. Submit and receive approval for your Architectural Plans – Up to 90 days. The structural engineer submits the architectural and structural plans to be approved.

  • 300.000 Ugx per structural floor for buildings that need structural plans
  1. Submit and get approval for these plans. A minimum of 30 days
  2. Stamps can be obtained on structural and architectural plans with the Uganda Society of Architects – 14 days.
  3. Request and receive The Project Registration Certificate from the National Building Review Board.

Each site plan should be fully and clearly include these details, if appropriate:

  • the dimensions of the area that the building will be constructed;
  • the limits of the location;
  • the measured position of any line of construction and;
  • the width and position of any right or servitude in the way of which the site is subject
