Registration of Pakistani vessels will be performed by the Principal Official (Registrar of Ships), Mercantile Marine Department, Karachi, on an application form that is submitted by individuals who are qualified to own vessels under M.S.O. 2001, as per Annex-A. The declaration must be signed by the Registry of Ships by the person applying.
Any name that is used to identify the Pakistani vessel has to have to be cleared by the Directorate of Signals, Naval Headquarters and Islamabad. This is applicable regardless of whether there is a any change to names of the vessel’s name from its prior registry. Multiple names may be approved in order of preference. After the completion of all formalities, and the production of the required documents as per the sub-rules (I) up to (II) The permanent Pakistani registry will be issued by the registry officer of vessels.
A certificate of registration must be issued to a vessel which is becoming Pakistan overseas in the following circumstances.
- If at a port in a foreign country where the ship comes into the possession of someone who is able to own the Pakistani ship perpetual Pakistani ship registry, as well as carving or marking notes must be made by the registrar, and then forwarded by the Pakistan consular officer at the point of delivery. The consular officer, upon confirmation of the carving or marking of the vessel will deliver the registry to the owner.
- If there is a deficiency in the supply of all required documents as per paragraph 5, subject to an alternative that is acceptable for the register, a pro forma certificate of registration will be issued.

- An original copy of the complete period Tonnage certificate issued by the Mercantile Marine Department, Karachi or any of the approved classification societies in line to the requirements under the Merchant Shipping (Tonnage) Rules 2002, must be presented, if requested.
- The complete period classification certificates issued by any of the classification societies can be considered as proof of the seaworthiness.
- If applicable where applicable, copies of the vessel’s legal certificate of compliance for safety on passenger ships cargo ship safety construction the safety of cargo ships security radios for ships in cargo international load line the international prevention of oil polluting toxic liquid substances certificate of conformity, safety management certificate should be provided.
- Providing that the certificates will be valid three months.
- The evidence of the cancellation of the prior registry is required in all instances when it is known that the ship, at any time in time, was registered in a different country. This evidence could be in the form Deletion Certificate or another format as the case may be, and issued by the previous flag government.
- A authenticated replica of the marking and carving note issued by the registrar for ships and signed by a surveyor of the Mercantile Marine Department or one of the classification societies authorized is also required, in the event that it is applicable.

The registrar could, decide to require additional documents to confirm the information supplied by the applicant, as he is appropriate and necessary.
The registrar can issue a certificate of registration with any limitations or endorsements as he deems appropriate.
The competent authority can cancel or suspend registration of a chartered bareboat vessel upon receiving information it concludes that the it was registered on incomplete or incorrect information or if the charterer fails to meet the conditions set forth in these regulations.
