How To Register Your Dog In China

When you go to the “pai Chu Suo” to identify the dog you have, it might be required to bring these items:

Your dog’s police might require a visit from the dog during the initial visit, however this is likely to depend on each “pai the chu suo.” Visit your pai chu suo prior to your visit to find out if you have to bring your dog to the time of the initial registration.
Two photographs from your pet (one-inch dimensions for passports). It must be head shots at the rear.

CASH: The registration fee for the first time within the eight major districts amounts to RMB 1,000.00. The annual renewal fee thereafter will cost RMB 500.00. Fees could be lower in regions that are not part of the eight districts.

If your dog isn’t yet registered, and you’re planning to neuter or pay for his/her in the near future, you could be eligible to receive 50% off the registration fee for the first time when you can prove to the police station your dog was spayed or neutered by an authorized and legally registered Animal Hospital in Beijing.

What Are All The Eligibility

Registration for pet dogs must take place within 30 days of the day of arrival in China when the dog is imported into China, or after 30 days in the event that the animal is bought in China.

Fees

The initial registration fee for the eight major districts includes RMB 1,000.00.
The annual registration renewal thereafter costs RMB 500.00.

The fees may be less in regions outside of the 8 districts.

Instructions

Foreigners who reside in Beijing must adhere to the rules as laid out in “City of Beijing City of Beijing Dog Ownership Regulations.”
Only one dog is registered for each address of the house typically, the dog being smaller than 35 centimeters (measured from the ground to the shoulder). There have been a few dogs slightly taller than 35 centimeters, but have been approved and granted registration permits (e.g. that are that are 50 cm or more like Beagles, Maltese, Poodles, Cockers, Bichon Frise, Mini Schnauzers, assorted Terriers, Shelties, Shiba Inus and small mixed breeds and so on.). The police are not likely to allow is large dogs (some are also considered aggressive breeds) like Collies, Dalmatians, Dobermans German Shepherds, Golden Retrievers, Great Danes, Huskies, Irish Wolfhounds, Labradors, Labradoodles, Malamutes, Newfoundlands, Rottweilers and The St. Bernards, Mastiffs, and many more. They are all considered large dogs and cannot be registered or owned within the eight districts, which are generally clustered around the 5th circle road.

If your dog was spayed or neutered, ask for an official proof from your vet.
The dog must be taken to the places that are regulated below in #4 to get vaccinated. The first time vaccine and ID chip of 120 rmb. The following years, the dog needs to receive the rabies vaccine at 60rmb per year, and yearly fee for registration. You can get the certificate of immunization at the centre following the Rabies vaccination.
Bring the pet’s ID card or passport, lease agreement or residence permit (as evidence of address) two passport-sized photographs of the dog’s owner as well as the immunization certificate from the above paragraph at the closest police station for application for a dog license. If you are a resident of The Inner Ring: the license cost is 500rmb per year. If you live between the Inner Ring and Outer Ring The fee for registration is $300rmb. For suburbs that aren’t part that of Outer Ring: the fee is 100rmb per year. If your dog was neutered and spayed (with evidence from a hospital that is authorized) the cost is reduced to a half.

Documentation is needed

All dogs must be registered under the law of china. Dog owners are strongly advised to register their dogs immediately in the event that this hasn’t been completed yet. There is a continuous series of enforcement through the authorities. These enforcement activities constitute part of government’s efforts to regulate dog ownership in order to protect the public’s health. Enforcement has been more frequent throughout the year, however it typically, enforcement is increased prior to major holiday celebrations (e.g., National Day, Chinese New Year, May Labor Day, etc. ).

Information that can be useful

Every dog is registered to the address of a house (e.g. the address on a the lease agreement or deed to property) and not to an individual (e.g. the passport owner).
If you have two dogs, you might require a family member or friend who would allow you to register a second dog with their address at home. Make sure that the new address doesn’t already have a dog registered.
If you own “large” dogs in the five ring roads, it’s suggested to establish a separate property address away from the 5th ring road so that you can apply for registration of your pet. Check that the address isn’t located in five ring roads has been accepted by the PSB for registration of large dogs.

If you live in the district that include Chaoyang, Dongcheng, Xicheng, Chongwen, Xuanwu, Haidian, Fengtai, and Shijingshan You must apply for registration of your dog at the police station (pai Chu Suo). You can ask for your Management Company or landlord or neighbors to determine which “pai Chu Suo” supervises your neighborhood. Dogs that live and are registered in these eight districts should not exceed 35 cm from shoulder to ground.
