Apply For Register a Birth in Hong Kong
Making an appointment
- Parents who wish to record their baby’s birth should first schedule an appointment at the office for registry. The appointment can be made on the internet
- via phone at 2598 0888. Both channels are available 24/7 and are free for customers.
- Prior to setting a date and time to make an appointment with the doctor, parents must verify with the hospital in which the baby was born to confirm that the birth record was delivered to the registry. When they make an appointment, parents will be required to submit information that is in line with the information on the birth certificate of the baby. The appointment is given on a first-come-first-served basis.
- After booking the appointment, parents can also alter or cancel it prior to the scheduled appointment time.
Note:
In order to make this process quicker and easier it is recommended that you send in advance the necessary information to register your birth by submitting it online at minimum one day before the appointment date. It is also possible to print the Information required for Registration of Birth Form (Form BDR93A), complete the form at home, then fill it out upon registration. Remember it is not an application for.
The registration must be completed within 42-day time frame:
- Birth registration is free for the period of 42 days. The parents are suggested to schedule an appointment within the 42 days after the baby’s birth certificate was electronically sent through the hospitals to birth registry.
The registration period is 12 months of birth:
- The birth is registered when the registrar of a birth report (a document that documents a infant’s birth) from the hospital the hospital where the baby was born.
- Parents should inquire with the hospital of their choice to verify that the birth certificate was delivered to the registrar prior to making an appointment.
- To document the birth of their child parents need to arrange an appointment at an office for registry. The appointment can be made through the internet via phone, or 2598 0888.
- A registration fee is due when the birth is recorded after 42 days, but within a year. After one year, births can be registered only with the permission of the Registry of Births and Deaths and on the payment of a fee for registration.

- If you wish to get an official copy of the birth record (commonly called Certificate of Birth) after the registration of your birth, you will be required to pay a pre-determined fee.
Registration 1 year following birth:
- The registration of a birth within one year of its date of birth can only be done with the approval from the Registrar for Births and Deaths, and after the payment of a fee for registration.
- For those who were born in the past but who did not record their births, as long as they have proof sufficient of the birthplace within Hong Kong, they can be registered with the permission by the Registrar of Births, Deaths and Marriages, and on the payment of the required fees for registration. To get a certified copy the birth certificate (commonly called the Certificate of Birth) following an application for registration, the payment of a fee prescribed by the government is required.
- Send a request for the consent for post-registration of births of anyone born within Hong Kong to the Births & Deaths General Register Office, 3F, Low Block, Queensway Government Offices 66, Queensway, Hong Kong. In the event that the birth of the applicant will be recorded is not yet 16 years of age The application must be signed by parents or guardians.
- Candidates are required to submit an inquiry into their birth record in the initial in order to verify that there is no birth certificate that is registered within Hong Kong.
- Submit the Application Form (BDR89) along with any other documents required.
Application Process
- Families of the applicants are required to sign statutory statements concerning the applicant’s birthplace Hong Kong.
- Apart from the information on the person who is applying declarations must contain all the details about the duration of their residence within Hong Kong, date of wedding, the date and place of birth for all children who are alive or deceased. If the children of other siblings have also been born in Hong Kong, it must be specified if their births were registered.

- The method of speaking with witnesses, granting of declarations, and the verification of documentary evidence etc. will be determined according to the order in which the application was received. During the interview process, the candidates must show their ID cards or other proofs that prove their identity. The applicant will also be required to present three recent pictures along with all the relevant documents for examination.
- An applicant is informed of whether or not their application has been approved once the application form and any pertinent documents are checked. Be aware that if the document proving the applicant’s birthplace within Hong Kong is insufficient, the application won’t be accepted even if all of the required documents have been provided.

Unlegitimate childrenWays on how to include in the birth registry that of father of the child:
- Parents of the child can visit the registry office and make the request jointly.
- The mother of the child can visit the registry office and submit her Declaration as well as the dad’s Statutory Declaration to confirm the paternity of the child.
- The father’s child may visit the registry office to present his Declaration as well as her Statutory Declaration to confirm paternity of the child.
- The parents of the child could visit the registry office and present an official copy of the relevant Court Order, a document that proves the child’s paternity and, if the child been born at the age 16 or a written agreement of the child for the identification of the individual as his father.
- To apply for consent to post-registration for the birth (a birth that hasn’t been registered in the past year) applicants are required to request the search of his birth records in the initial instance to verify that he does not have a birth certificate registered from Hong Kong. The application must be accompanied with proof of the applicant’s birth date and location of birth, as well as evidence of the relationship between the applicants parents and the applicant. Parents along with two additional witnesses are required to sign mandatory declarations about the applicant’s birthplace at Hong Kong.
Required Documents For Register a Birth
For registration of your child’s birth, you must submit these documentation (original duplicates):
- Hong Kong identity cards or valid travel documents (e.g. passports, identity documents, etc.) of your spouse and you
- Marriage certificate
Registration 1 year following birth:
- Form for applications (BDR89)
- Documents that specify the date and location of birth, as well as evidence of the relationship between the applicant and their parents, like hospital or midwife’s record, vaccination certificates or post-natal record. Documents like baptismal certificates are also valid proof.

- Horoscopes
- School certificate
- Ration cards
- Marriage certificates or marr
Instructions
- You must record the birth of your child within 42 days of when the baby was born.
- Birth of a baby should be registered on the birth registry in the district the area where your child was born. If the baby was born prior to the arrival at a clinic or hospital, or the birth hasn’t been recorded within a year the birth must be registered with the Births and Deaths General Register Office.
