The hours of service for each of the Licensing Offices is as the following:

  • Monday to Friday 9:15 a.m. until 5 p.m. (open for lunch hours)
  • The offices close on Saturdays Sunday, Public Holidays and Sundays.

What are all the Eligibility

  • Possessing a valid and complete licence to drive for that vehicle class(e s) within the approved group(s) that is the driver instructor’s licence
  • Are not convicted of an offence in violation of Section 36 (Causing death by unsafe driver) (or Section 39 (Driving a motor vehicle while under the influence alcohol or other substances) or Section 39 (Driving while impaired by alcohol) Road Traffic Ordinance (Cap. 374) as of the date that the driving instructor’s licence was issued.

Fees

Driver’s Instructor’s License: HK$760. Instructor’s Licence – 110 HK$

Validity

  • The driving instructor’s license is valid for a year and is able to be renewed any point during the 4 months preceding expiration. However, licenses that expire for a time that exceeds 3 years aren’t renewed.
  • License renewal within 15 days from the date of expiry will be effective from the date of expiration.

The license renewed within 15 days after expiry will be effective on when the renewal date is announced.

Instructions

How do I obtain application forms

  • Formulary forms for a driving instructor’s licenses are available in any of the Licensing Offices of the Transport Department and District Offices’ inquiry service centres , as and post offices. The application forms can also be obtained via facsimile using the department’s customer service hotline at 2804 2600 or downloaded from the department’s website.

Application submission

  • In person or through an agent

The application for a driving instructor’s license can be made by person or through an agent. Your agent must provide a the photocopy of your identity card to verify your identity and is obliged to provide the identity document.

  • Through post
  • Applications can be made by mail at the Kwun Tong Licensing Office at P.O. Box 68115, Kowloon East Post Office, Kowloon. When your applications are approved your new driver’s licence will be sent to you via registered mail in 10 days. For inquiries, contact Kwun Tong Licensing Office at Kwun Tong Licensing Office at 2349 0200.
  • The application forms that are required for the application must be filled out, signed and then sent along with the fee in accordance with the relevant documents. Do not send cash via post. A crossed cheque or a cashier’s order should be made payable to “The Government of the Hong Kong Special Administrative Region” or “The Government of the HKSAR”. Write your name, your identity document number, and daytime contact phone number on the reverse of the check or cashier order. Photographic copies of the Hong Kong ID Card (or any other documents for identification) are accepted.
  • Drop-box
  • Applications can also be made via drop-boxes that are located at the Licensing Offices and post offices within the 18 districts in Hong Kong (PDF 517 KB) (no postage is required). Like postal applications, forms must be completed, signed , and then forwarded along with the fee and any supporting documents. The payment should be made via a the crossed cheque or cashier’s order and should be made payable to “The Government of the Hong Kong Special Administrative Region” or “The Government of the HKSAR”. Please note your name, ID document number, and daytime contact phone number on the back of the cashier’s cheque or order. Photographic copies of the Hong Kong ID Card (or another alternative documents for identification) are accepted.
  • In the event that your request is accepted your new driving instructor’s licence will be sent to you via registered mail within 10 working days.

The Document is required

This page contains guidelines and details on the renewal of the driving instructor’s license and is geared towards people who have held an instructor’s license. It is expected that the Transport Department will announce details when applications for new licenses as a driving instructor are accepted.

Information that could be helpful

    • If there is a change in the name, address , or ID document issued to a driver’s license holder or registered owner that was previously supplied by the holder of the driving licence or registered owner to the commissioner for Transport, the holder of the driving licence/registered owner must, within 72-hours of the change, inform to the commissioner for Transport via written notice or submit their complete Transport Department Form (TD559) along with proof of the change. Anyone who, without any reason whatsoever violates this requirement commits an offense and is accountable to a fine up to $2,000. In the event of a change in name or identity documents, the driving licence holder/registered holder must provide to the Commissioner of Transport the current driving license (if applicable) and the original driving instructor’s license (if applicable) and the original identification document (if applicable) and a vehicle license (if required) and the Certificate of Allocation of Personal Registration Mark (if required) to be amended;
    • The Director of Transport can, when processing a license applications, ask applicants to provide proof of address (residential and/or correspondence address, e.g. water/electricity/gas/mobile phone bill or bank correspondence), and may suspend the processing of the application until the production of such proof. Candidates are requested to bring identity proof (issued not longer than 3 months after the date of application) to be presented upon request by the officers of licensing offices as well as
    • In the event of a change in address notifying the department on the Transport Deparment application form, all records for the vehicle or driving licence of the applicant with identical identity documents kept by the Department will be altered as well.

Since 19 May 2007, holders of driving licences who are applying for renewal of their full driving licences or probationary driving licences, as well as driving instructors’ licenses do not have to present their current licences. Additionally, applicants in the form of driving instructor’s licenses as well as international driver’s permits don’t have to present their complete driving licences.
