  • The importers should hire a customs broker or clearing agent. (Customs agents are licensed through the commissioner general of Malawi Revenue Authority (MRA) under Section 128 of the Customs and Excise Act),
  • The importer is required to provide all documentation required to the customs broker/clearing agent which includes:
    • the invoice,
    • Bill of Lading (or the airway bill),
    • and, if needed, SPS certificate,
    • Country of Origin Certificate,
    • and any other license or permit.
  • Based on these documents the customs broker/clearing agency is able to prepare the Malawi Customs Declaration Form 12 that is an administrative document.
  • A signed and completed Form 12 is handed over by the customs broker or clearing agent to the direct trader input (DTI) agent who then enters the data in his computer system (which is linked via the Malawi Revenue Authority (MRA) system)
  • The customs broker/clearing agent is paid the charges assessed to the cashier, who stamps the form 12. The Formula 12 is then handed over to a customs official, who performs an “attempt to assess” of the charges payable and then forwards the form to the verification department.
  • If everything is found satisfactory,, the items are cleared.
