  1. Make sure you have all necessary documents and obtain an application form to the importation licence form LFG2 Malawi Energy Regulation Authority (MERA) office near your place of work.
  2. Apply for the form according to the requirements and pay the application fees.
  3. Attach all required documents to the application , including the proof of receipt for payment
  4. The complete application should be sent at the Malawi Energy Regulation Authority through this address: MERA; Private Bag B496, Capital City, Lilongwe 3, Malawi. If you wish, you can hand in the application on your own at the main office (Licensing Section)
  5. MERA will accept an application. MERA will acknowledge the receipt of your application in writing within 30 days of the date that they received it.
  6. The licensing office will send applications to Energy Technical and Licensing committee of MERA which will review the application and then recommend an answer to the MERA main board.
  7. The Main board will be gathered and decide on whether it is appropriate to grant the licence
  8. Should they choose to grant the licence you will be informed of their decision via the contact details you have provided
  9. It will then be processed, and you’ll need to select the full license when it’s ready for collection.

Note: All reasonable costs that are incurred by the Authority in the process of processing the application to issue the Licence is the responsibility of you , the applicant, upon prior notification to that you are the person applying to the Authority.

Required Documents For Obtain License to Import Liquid, Fuels and Gas

  • Five (5) year business plan that will provide a complete description of the company’s profile, the organisational structure, shareholding or any other information about ownership and the necessary expertise in liquid fuels, or gas as the case may be.
  • Five (5) year investment plan that will include the statement of funds flow along with the profit and execution plan, human resource plan market projections, cash flow projections or financial projections
  • Certificate of incorporation, or any document of registration issued pursuant to the Laws of Malawi
  • Memorandums as well as Articles of Association or any other legally recognized instrument that is accepted as a legal instrument by Laws of Malawi, such as a trust deed
  • Evidence of the acquisition of land along with the necessary certification issued by the Ministry of Lands or any other approved Planning Authorities, where applicable
  • A certificate of compliance with the Occupational Health and Health and Welfare Act.
  • An Environmental Impact Assessment or Management Plan issued by the Department of Environmental Affairs. Department of Environmental Affairs
  • Storage construction plans in scale equivalent to 30 days of storage of market share expected with approved building plans, depot equipment and storage tanks accepted from the Malawi Bureau of Standards and the Inspector of Factories where applicable
  • Letter of reference for creditworthiness obtained from at least one commercial bank in the local area and one bank that is reputable internationally.
