Does an EMP affect the circuits through which electricity is not passing, e.g. a car or a device that is turned off?

Possibly. EMP could damage everything that contains Electronics as well as conductors. To limit damage, switching off the power is one method to decrease the chance of damage caused by EMP. Design features can be used to reduce EMP impacts on military and space equipment.

In the US the US, scientists and military experts were awed by the explosion of Russia’s 100 M-ton H-bomb. They were pondering the use of High Altitude nuclear explosions to produce EMP’s that were large enough to destroy spacecraft, power systems aircrafts, spacecrafts, and communications connections.

I was traveling westbound on US I-70 towards Denver some time ago, when a torrential downpour occurred. The highway was struck by lightning about 100 feet in front of me . my car was destroyed I was shocked! lol. I sat there for a few minutes and managed to make it to the shoulder, but I quickly ran out of energy. I shut off the Key lights, all the lights, and everything else and was left contemplating what to do next. I was in a panic! My wife suggested the most brilliant suggestion to try restarting the engine LOL. I did it, and we continued the trip. It hasn’t occurred before, nor since I realized it could be EMP caused by the flashes of light.
