Is telecommunications engineering and electronics engineering the same?

They are not the same. It is evident from the different words used to describe engineering, which do not necessarily refer to synonyms.

Both are parts that are part of the electrical engineering. Telecom engineer focuses on the communication component i.e. the engineer can create circuits with the expertise he/she acquires in electronics. However, the telecom aspect is the application of methods that transmit information over (usually) large distances wirelessly or by wires or fibers. Telecomm is the literal meaning of communicating from afar.
There are many issues that Telecommunications face, such as effective bandwidth utilization, as well as quality interference, secure communication and handling a time variation channel, synchronization and other. Following these problems, there’s research that will give 3G, 2G and 4G. The 5G technology will soon be result of research in telecom.

Electronic engineers, on the other hand, are more focused on the development of intricate electronic circuits, which provide users with smartphones, mobiles micro-processors, computers, etc. They do not have to worry about long distance communication, since they are in the field of telecom engineers.
