Malaysian citizen and residents permanent of Malaysia (Thai Origin) who reside within Malaysia’s State of Kelantan, Perakm, Perlis or Kedah for longer than 3 (3) months.

- The application process can be completed at immigration border post.
- The applicant needs to prove that he or she is a resident of one of the states bordering.
