Candidates who reside in China’s Mainland of China

  • Candidates are able to apply for the certificate by contacting the office of the Exit-Entry Administration of the Public Security Bureau in which the household registration of their residence is maintained.

  • It is possible to mail or forward your application to this address the Reception and Dispatch Sub-unit Immigration Department, 2/F, Immigration Tower, 7 Gloucester Road, Wan Chai, Hong Kong.

  • Candidates may request a certificate of Eligibility within Taiwan or the Macao Special Administrative Region (Macao SAR) or Taiwan only if they’re resident in Taiwan.
  • Candidates must attach a recent photo of themselves to the box that is located at the beginning of page one of application forms. The dimensions of the image should not exceed 55mm x 45mm or smaller than 50mm 40mm x 50mm. The photo should be taken with the face fully exposed and without wearing a headdress. 
  • The applicants who live within or in the Macao Special Administrative Region or Taiwan must submit their applications via post in the Immigration Department (see address below).

  • Travel document(s) for the person applying;

Candidates who reside within Taiwan or the Macao Special Administrative Region or Taiwan:

  • The completed application form

  • A valid travel document(s) for the person applying;
  • Hong Kong permanent identity card(s) of the parents of the applicant as well as
