Apply For Obtain Certificate of Entitlement in Hong Kong
Candidates who reside in China’s Mainland of China
- Candidates are able to apply for the certificate by contacting the office of the Exit-Entry Administration of the Public Security Bureau in which the household registration of their residence is maintained.
- The applicants need to get an application form from security office of the Mainland where their household’s registration is maintained. The form is available under the “Documents to Use” section where you can download the application form. - It is possible to mail or forward your application to this address the Reception and Dispatch Sub-unit Immigration Department, 2/F, Immigration Tower, 7 Gloucester Road, Wan Chai, Hong Kong.
- You can also send your completed application form as well as additional documents in the offices of the Exit-Entry Administration of the Public Security Bureau or the department within the Bureau of the Exit-Entry Administration in which your household’s registration is maintained. applicants who reside Overseas
- The applicants may request a certificate of Eligibility from countries that are not in the EU, but only if they live in that country.
- Utilize the link in the “Documents to Use” section to download the application form. If applicants are younger than 18 years old The application form must be signed by the parent or guardian legal. Complete the application with English or Chinese either with blue or black ink.
- The applicants must attach a recent picture of themselves in the box at the beginning of page one of application forms. The dimensions of the photo must not exceed 55mm x 45mm or smaller than 50mm 40mm x 50mm. The photo should be taken with the face fully exposed and without wearing a cap.
- Send your completed application form along with the additional documents via the Chinese diplomatic and consular missions in the territory or country that you are in or send them by mail in the direction of the Immigration Department (see address below).
Candidates who are residents of Taiwan or the Macao Special Administrative Region or Taiwan
- Candidates may request a certificate of Eligibility within Taiwan or the Macao Special Administrative Region (Macao SAR) or Taiwan only if they’re resident in Taiwan.
- Candidates must attach a recent photo of themselves to the box that is located at the beginning of page one of application forms. The dimensions of the image should not exceed 55mm x 45mm or smaller than 50mm 40mm x 50mm. The photo should be taken with the face fully exposed and without wearing a headdress.
- The applicants who live within or in the Macao Special Administrative Region or Taiwan must submit their applications via post in the Immigration Department (see address below).

- Document(s) that show the status of immigration at the place of the residence of the applicant
- Travel document(s) for the person applying;
- Hong Kong permanent identity card(s) of the applicant’s parents and
- Certificate of marriage of the applicant’s parents (if there is one).
Internationally based applicants:
- Application form completed
- Birth certificates of applicants;
- Document(s) which demonstrates the status of the applicant’s immigration at the location of residence of the person applying;
- Travel document(s) for the person applying;
- Hong Kong permanent identity card(s) of the parents of the applicants as well as
- Certificate of marriage of the applicant’s parents (if there is one).
- One recent photograph
Candidates who reside within Taiwan or the Macao Special Administrative Region or Taiwan:
- The completed application form
- Birth certificates of applicants;
- Document(s) that show the status of immigration at the location of residence of the person applying;
- A valid travel document(s) for the person applying;
- Hong Kong permanent identity card(s) of the parents of the applicant as well as
- Certificate of marriage of the applicant’s parents (if there is one).

Processing Time
Applications are typically processed within three months of receiving all the necessary documents. This standard, however, is not applicable to applications that contain doubtful claims of parent-child relations or other questionable details.
