Apply For Transfer Food Licence / Permit in Hong Kong
- In order to transfer an existing food license or permit, applicants will be required to make an application with the Food and Environmental Hygiene Department.

- Send the completed form along with the other necessary documents (see the list below).
Required Documents For Transfer Food Licence
- Transfer form completed
- Certification issued by recognized professional(s) (i.e. authorized persons/structural engineers who are licensed as structural engineers registered under Section 3 of the Buildings Ordinance (Cap. 123)) and certifying that the premises of the food business are free of any unauthorised construction works must be provided at the Food and Environmental Hygiene Department (FEHD) in the prescribed form(s) (FEHB 191 and FEHB190) according to the applicable guidelines.
- Furthermore, in connection with the transfer application of all licences for food businesses the person who is transferring must note the following conditions Other than food establishments located in the Housing Authority’s property or the properties that are sold into The Link Management Limited or Government properties, a written statement (FEHB 192) in which it is stated that operation of the service business on the property under consideration to transfer is in conformity with the conditions of the lease by the Government should be sent to the FEHD in the event that the FEHD is not able to approve the application.
- The transferee who is proposed must make sure that the food service business from the premises is in accordance with the regulations imposed by the law enforced by the FEHD as well as other departments of Government and the relevant authorities. The transferees being considered are advised to verify prior to transferring the following documents: (1) The Government Lease, (2) the Occupation Permit for the building (3) the statutory plan, and (3) the statutory plan
- In the case of an application made on behalf of an organization the following documents must be sent to the FEHD in the event that the FEHD is not able to complete the application.
- an original copy of Certificate of Incorporation in accordance with the Companies Ordinance (Cap. 32) verified as a true copy through the Registrar of Companies; or any other document used to establish the legal status of the corporation.
- A copy of the an Notice of Situation of the Registered Office certified as authentic from the Registrar of Companies;
- A copy of the current Annual Return, certified as true to the Registrar of Companies (Please submit an original copy of the Notification of the First Secretary and Director that has been certified as a authentic to the Registrar of Companies in the year of incorporation of the company. );
- A written resolution adopted from the Board of Directors to authorise an individual to be the representative of the corporation in dealing with licensing issues with the licensing authority
- Notice of Acceptance made by the authorized person;
- A version from an original copy of the Memorandum as well as the Articles of Association of the company as well as
- A copy of the a copy of the Business Registration Certificate for the corporation.
