You can drive in Pakistan with a foreign drivers licence for a period of time, however the traffic rules can differ and eventually you will need a conversant driver’s licence with the Pakistan traffic rules. You can use the following procedure to convert you drivers licence at the National Highways and Motorway Police office or contact the nearest traffic office in your province for further assistance.

How to apply at the National Highways and Motorway Police office

  1. For having a license from DLA, you must, first of all, submit a challan form of worth Rs. 300 for the learners permit and worth Rs. 600 for all the other categories. The fee may be submitted in either of the National Bank of Pakistan branches located in Allama Iqbal Open University Sector H-8/2 Islamabad and Industrial Area, Sector H-9, Islamabad.
  2. You should also bring your original CNIC along with its copy and blood group report from any authentic laboratory and submit your valid original driving license for conversion.
  3. You will show your documents at the outer reception of the DLA. The staff present there will check your documents and refer you to the inner reception.
  4. You will report to the staff at the inner reception and get Q-Matic token, and wait in the waiting hall for his/her turn.
  5. On your turn you will be called through announcement and report to CNIC Verification room (Room No.1) and the officer on duty shall verify CNIC from NADRA through XML service.
  6. After CNIC Verification you will proceed to Medical Examination Room (Room No.2). Where will be checked regarding your eyesight (6/6 with glasses), deafness, blood pressure or any other deleterious disease and whether you are fit to drive safely, and if you are applying for the special person’s category, you should also bring NADRA CNIC to that effect.
  7. After medical clearance you will proceed to Data Entry room (Room No.3), where will provide details of your personal information. You will be required to give information regarding your permanent and present addresses, mobile phone number, email address, blood group, passport number (If available), and old license details . You also submit original challan form, copy of CNIC or NICOP or Pakistan origin card, blood group report and all other relevant documents for your application.
  8. After the data entry you will proceed to Biometrics room (Room No.4). Here you will be required to give your E- thumb impression on E- Thumb Detector and also give your E-signature on E-Signature Pad. Your photos will be taken through digital camera and all of your information will be stored in Central Data Base of the DLA.
  9. After biometrics you will be called, on your turn, to the Theoretical Test Room (Room No. 5) for theory test which will be conducted on computer touch screen and will consist of two parts. You will be required to give 9 correct answers out of 10 questions in Traffic Signs Test and 7 correct answers out of 10 questions in Traffic Rules Test. It is advisable to revise these rules in advance.
  10. There after you will take a practical test. During practical driving test 1 and test 2 you will be on several skills. NOTE: all diplomats, with overseas licenses, are exempted from theoretical and practical tests. The foreigners and Pakistanis with licenses from fifty three recommended countries are also exempted from these tests. The foreigners are also required to provide a letter from their host institutions so check with office if you belong to the 53 recommended countries.
  11. Finally upon satisfactory results you will be issued with a Pakistan driver’s license.
