Obtain a Certificate of Exemption for a Person Intending to Generate, Distribute and Sale Electricity for Rural Electrification In Uganda By Yourself

  1. To get an exemption certificate for anyone who plans to create, distribute, and sell electricity for rural electrification in cases where the capacity of supply is not more than two megawatts. The applicant must submit for a certificate of exemption from the Electricity Regulatory Authority for a certificate of exemption in accordance with the form specified in Schedule 1 .
  2. ERA recommends that applicants submit completed application forms in MS Word.
  3. To be deemed eligible and move on to the next stage of evaluation the annex of your application form must contain, where appropriate, the following information using the ERA standard templates and templates, which you can download on their website: ERA website
    • Application Form:
      • ERA CV template
      • ERA Project reference template
      • The declaration of intent of partners
    • Technical Brief:
      • Template for a Technical Feasibility Study (demand and will study templates)
      • Template for a Project Brief to be submitted to NEMA
    • Business plan
      • Business Plan template
      • ERA Gantt chart/implementation time-plan
      • Project financial model template (off-grid calculation sheet)
  4. A person who has an exemption certificate shall be exempt from having to comply with every one or any standards for service that apply to licensees.
  5. The certificate of exemption is subject to the terms and conditions as the committee may deem appropriate. The applicant will also be monitored and supervised through The Electricity Regulatory Authority.
  6. If it is approved If approved, after approval, the Electricity Regulatory Authority shall issue an approval letter. The applicant will then be able to pay the required fee prior to taking possession of the certificate of exemption from the Authority.
  7. Once all the procedures are completed and the required documents are checked for accuracy Your application will then be approved , and an exemption certificate to create, distribute and sell electricity for rural electrification must be issued following notification prior to the application.

  • In the application form, you must fill in all the details by using the ERA template.
  • A business plan that outlines the megawatts needed, the implementation time schedule along with a model for financials .
  • A brief report should be provided to NEMA.
  • A declaration of intent from partners must be included to the application.

Eligibility

  • Companies who intend to produce, distribute, and sell electric power to rural electrification, provided that the maximum capacity of the supply does not exceed two megawatts, are eligible to apply for a the certificate of exemption.

Fees

  • Exemption Certificate Fee needed for distribution and sale of electricity is 1,000,000

Validity

  • The period of validity for exemptions for those planning to produce, distribute and sell electric power for rural electrification lasts two years

Processing Time

  • The maximum processing time required for processing exemptions will be 5 days.

  • Anyone who plans to produce, distribute or sell electricity to rural electrification have to register with the Electricity Regulatory Authority , and be aware of the rules regarding the distribution of electricity practices in Uganda.

  • Rural communities have a real and legitimate requirement for electricity.
  • The communities are keen to utilize electricity in relatively small amounts to pump water, transport goods as well as engage in income-generating activities, offer modern healthcare, and expand the availability of lighting to increase time for leisure and work. However, the path to electrification is arduous and expensive.
