Anyone who has an alcohol beverage license is able to sell any alcohol by the glass, barring beer.

It is illegal for a person to import or produce any beer or alcoholic drinks of any kind, nor any malt syrup or extract, or to have in his possession or custody or possession sell, trade or exchange any type of alcohol or beer, or keep it on any ship or aircraft that is within the territory of American Samoa unless he has adhered to the regulations that are imposed by the Alcoholic Beverage Control Board.
Notification: Recognized religious organization are not restricted from import in American Samoa sacramental wine for the use in religious ceremonies without a permit.
