Domesticated cats and dogs entering Canada originate from these countries:
The countries that are officially recognized by Canada as being rabies-free are: Anguilla, Antigua, Australia, Bahamas, Barbados, Bermuda, Cayman Islands, Fiji, Finland, Iceland, Ireland (Republic of), Jamaica, Japan, New Zealand, Norway, Saint Kitts and Nevis, Saint Lucia, Saint Martin (Netherlands Antilles), Saint Pierre et Miquelon, St. Vincent and the Grenadines, Sweden, Turks and Caicos, United Kingdom (England, Northern Ireland, Scotland), and Uruguay.
A valid certificate of Rabies vaccine (If the certificate isn’t available, in lieu the animals can be allowed to enter Canada with a vaccination for rabies at the expense of the owner.) or
A valid Veterinarian Certificate signed by an accredited veterinarian in English or French and signed within 10 days prior to the departure to Canada must be brought with your pet. If you’re taking your pet with you the certificate must be signed within the first 36 hours from the moment your pet is admitted to Canada. It must be clearly identifying the pet(s) and demonstrate that there was no rabies outbreak in the country of origin during up to six (6) months prior to the arrival of your pet. Additionally the animal has been in the country during the six (6) months or as long as they were born.
Health certificates issued for no less than 72 hours before entry. (Required just for pets that are not with or owned by their owner.)

Similar requirements are applicable to dogs who came in Canada and are returned directly from a country that has been designated by the Minister to have been free of rabies for a minimum of six months and who have been in the country for no more than 6 (6) month.

Cats and dogs entering Canada from countries that are not rabies-free:

Dogs are allowed to be admitted to Canada only if they have an authentic rabies vaccination document issuedin English or French from an accredited veterinarian who is from their country of the country of. There is no waiting time following the vaccination. Canada does not recognize the three-year rabies vaccination. Be aware that if a valid date is not shown on the certificate, it is considered to be as a one-year vaccination.
A veterinary certificate of health must be issued within 72 hours or less in advance of entry. (Required just for pets who aren’t accompanying the owner.)

What Are All The Eligibility

If you’re a resident of Canada and are planning to bring your pet on a temporary basis and frequently away from Canada only for personal reasons then you may apply for an CITES Certificate of Ownership. Validity

This certificate will be valid for a period of 10 days from the date it was issued by a licensed veterinarian up to the date of the check at the point of entry. This is with the exclusion of dogs from Finland, Malta, the Republic of Ireland and the United Kingdom, where the treatment for echinococcus will be the only time-limiting element for the duration of entry validity (i.e. treatment must be administered in between the hours of 120 to 24 hours prior to entry). To permit further movement within the Union the certificate is valid for 4 months after the issue date or up to the expiry date of the vaccination for anti-rabies the earlier date.

The Government of Canada can refuse admission to any animal that doesn’t meet the requirements for importation.
The Canadian Food Inspection Agency (CFIA) requires documentation for any animal or animal product coming into Canada.
Cats and dogs under three (3) months old are exempt from the import requirements.
