Apply for Public Service Vehicle (PSV) License In Uganda By Yourself

  1. The applicant should visit to the Transport Licensing Board and Ministry of work and Transport and ask for the application form. You can also take them to any of the TLB office at Kampala, Mbarara, Fort Portal or Mbale.
  2. Present vehicle to be inspected in SGS’s Motor Vehicle Inspection Centers at Kawanda (Luwero Road), Nabingo (Masaka Road), Namulanda (Entebbe Road), Namanve (Jinja Road) Upcountry centres situated in Mbarara, Mbale and Gulu and any mobile stations located in various locations from time to time.
  3. If the vehicle has passed the inspection and it is suitable to use as PSV, the vehicle will be inspected and if it passes the test PSV A report of inspection will be issuedto the applicant. The applicants should pay the required licence fee at an office in the Uganda Revenue Authority branch office
  4. Visit the desk of services and request assistance in making PSV license payments. The staff member will then input your information into the URA database on computers and you will be issued an acknowledgement receipt for payment, go to the bank of your choice and pay the amount (the bank will provide you with your URA Bank account)
  5. Go to the Transport Licensing Board ministry of work, armed with all the required documents and present them to the official who will review and approve your application
  6. If all the required information is in order and payments are completed, your license will be issued and processed within 2 working days.

Application for online use

  1. The applicant should collect the application form at one of the offices mentioned above and complete it correctly. the applicant should then take their vehicle to the SGS motor vehicle inspection centres mentioned above to be examined (see below for how to apply in person)
  2. If the vehicle meets the requirements and is deemed fit to use as PSV, and passes the test PSV A report of inspection is issued.
  3. The applicant should then go to then the URA portal then click on E services under Payments, choose Payment registration
  4. Under Tax Head, select Other NTR Under Details of another NTR choose Ministry of Works and Transport
  5. Another drop down menu will pop up, in which you can select PSV and PMO.
  6. Another drop-down Menu will be displayed in the category in which you can select operating licences and fees for your motor vehicle, under category and the class “O” licences under the Tax head, then select the capacity of passengers of the vehicle.
  7. The license fee will automatically be displayed under the mode of payment. Be sure to fill in the required sections accurately.
  8. After that, click accept and then register the payment. you will see a payment slip to print and you can make a payments to the bank you prefer (the bank will then provide an account with the URA Bank account)
  9. Then , go to the Transport Licensing Board ministry of work and complete all required documents. You must then submit them to the official who will review your application
  10. If all the required information is in order and payments are completed, your licence will be issued and processed within two working days.

Required Documents For Apply for Public Service Vehicle (PSV) License

  • Vehicle Certificate of Fitness.
  • Certificate of insurance for motor third party.
  • Registration book for vehicles. (logbook)
    • In the event that the Log Book does not bear the name of the applicant, it is necessary to obtain a lease agreement with the an investment financier.
  • Vehicle inspection report from SGS
  • Bank receipts for payment of PSV Licence fees as well as Tax Credits for Advance Tax (where there is no Tax Clearance Certificate was granted by URA)
  • Affidavits that are filled in accurately

Eligibility

Fees

License Fee

  • From 8-19 passengers up to 300,000 Ugx,
  • From 20-39 passengers up to 500,000 Ugx,
  • 40 + up to 1,500,000 Ugx,
  • Tax on Advance Income of 120,000 Ugx per person, excluding the driver

Renewal licenses Fee

  • Between 8 and 19 people up to 300,000 Ugx,
  • Between 20 and 39 people 20 to 39 passengers Ugx,
  • 40 + 150,000 Ugx,
  • Taxes on advance income of 120,000 Ugx per person per seat, with the exception of the drive

Validity

  • The license is valid for one year.

Instructions

The entire process is handled by the Transport Licensing Board at Old Port bell Road close the Meat Parkers. The entire URA does is help the customer sign up for a Payment Online account and this is done using the following manners

  • Go to the website ura.go.ug and click on E services
  • Under Payments, choose Payment registration
  • Under Tax Head, select Other NTR
  • Under the Details of any other NTR choose Ministry of Works and Transport
  • Another drop-down menu will pop up, in which you can select PSV and PMO.
  • Another drop-down Menu will be displayed in the category in which you can select operating licences and fees for your motor vehicles, then under category, select the class “O” licences under the Tax head, then select the capacity of passengers of the vehicle.
  • The amount will appear automatically under the amount, so fill in all mandatory sections precisely.
  • Accept and then register the payment. A payment slip will be displayed for you to print and complete the payment to the bank. Then send the payment proof for the Transport Licensing Board Ministry of Works.

The Information You Need

  1. Name of the applicant/owner
  2. The address of residence of the owner/applicant
  3. Vehicle registration book (logbook)
  4. Capacity of the vehicle to hold passengers
  5. Vehicle Certificate of Fitness.
  6. Certificate of insurance for motor third party.
  7. Report on Vehicle Inspection from SGS
  8. Receipts for bank payments (prove the payment)

The Document is required

  • You require the public service vehicles ( PSV ) operator’s licence in order to operate a vehicle that is hired or to transport passengers from one place to another. There are also vehicles that can hold 8 or more passengers
