Obtain Milk Cottage Industry License or Permit In Uganda By Yourself

  1. It is the first thing to determine an appropriate location and skilled staff to set up the milk cottage business. Be sure that the facility has met the stipulated operational and hygiene requirements. (These were mentioned in the section on eligibility.)

  3. The next step is inspecting the buildings by Dairy Development Authority to determine whether the milk cottage premises are in compliance with the laid out hygienic as well as operational standards.
  4. If everything is in order, you are able to move into the next phase, and submit the application for license. When areas of non-compliance have been identified, changes must be made.
  5. Prior to the applicant being granted permission to start a milk cottage business the Authority will verify that the applicant has met the conditions necessary to carry the business.
  6. An application for the milk cottage industries must be submitted on Form 2 which is set out in the Schedule to the Regulations.
  7. The application should be accompanied by the fees that is specified in the fourth Schedule in the Regulations.
  8. The applicant be, in addition to the fees mentioned above , be sure that the Structures :
    • The unit’s housing must have sufficient space that it can be used in the most sanitary and hygienic conditions.
    • and design should allow for the placement of equipment in as to not hinder flow of product or personnel.
    • Construction materials must be safe for human consumption.
    • The materials must be impervious to water and not decomposable within the working environment, but this does not include the linings made of polyethylene.
    • The walls in the workroom must be clean, smooth and should have a consistent design.
    • Find regular consultation from the DDA’s Compliance Officers on those working in the Milk Cottage industry , how they should be designed , and equipment layout is a matter of course.
  9. When you have completed the Milk Cottage facility, contact the closest DDA office to request a preliminary assessment of your facility.
    • When areas of non-compliances are discovered during the inspections, adjustments must be made to ensure everything is in order.
  10. If everything is all in order, then you can proceed to the next step . You will need to apply for an application for a milk cottage industry permitor license from the Dairy Development Authority Licensing Board.
  11. Once the payment has been received, the license for milk cottages is processed in a period of twenty-five days.
  12. The license is valid for a for one year, and you are able to start your business immediately.
  13. Pay the monthly dues and levy in the event that it is applicable. Other terms and conditions for the license’s issuance must be adhered to (Non-compliance could result in the suspension of the permit)

Eligibility

  1. A milk processing license can be granted to cooling facilities for milk that handle more or less than 5 tonnes of raw milk each day.
  2. The milk cooling facility must meet the laid out hygiene and operational requirements. This includes compliance with the following areas, among others;
  3. Premises: must be appropriately situated and designed, ventilated, lit and free of contamination
  4. Equipment: Equipment pipes, accessories and other surfaces that are in contact with milk or milk products ought to be easy to clean and sanitize being resistant to corrosion and made of food-grade materials
  5. Personnel: The milk handling staff must be well-groomed and clean appropriately dressed and certified medically
  6. Record keeping: High-quality records must be maintained and kept up-to-date
  7. Waste management: Effluents as well as other wastes must be handled according to rules and regulations
  8. Utilities: Affordable supply of potable water as well as other essential utilities, based on the kind of operation
  9. Management: The premises must be run by a competent manager or supervisor.
  10. Operations: The recommended processing schedules must be adhered to e.g. temperature controls and cooling temperatures
  11. Vermin and rodent control The premises should be secured from invasion by flies rodents, birds and vermin

Fees

  • Annual license fees of Ugsh 500,000
  • Application fees Nil

Validity

  • The validity period is one calendar year.
  • In the event of non-compliance, it could result in the suspension of the permit

Processing Time

  • The processing time is about 25 days.

Instructions

  1. Anyone who commits an offense in accordance with these Regulations or who violates any restriction or condition imposed by or in the Regulations on any permit or certificate issued to the person is subject for conviction to a penalty not exceeding twenty-five currency points, or a sentence up to six months or both.
  2. The court could be able to, in addition to the penalty order , require that any milk product or milk that are the subject of the offense has been committed be returned and returned to the Authority.
  3. The milk cottage industry must prepare its premises to be in compliance with standards of inspection.
  4. The premises should be examined through The DDA inspectorate.
  5. Inspections are carried out on payment of the application cost.
  6. Following a an inspection that is successful, the customer is granted the lease of the property with the payment of all fees.
  7. Licenses are issued.
